How can networks declare a Presidential winner in a certain state, when little or no precincts are reporting?

As I type this, Vermont has 0% reporting. Yet the networks have declared it to Obama. How does that happen? Is it simply based on exit polls? Do they actually poll that many people to get an accurate projection?

    Exit polls buddy. If an overwhelming majority tells the exit pollers Obama then they might just declare the state. Same happened with McCain in Tenn, and Ok.

    They are trying to influence the polls, just like they did by declaring for Al Gore in Florida two hours before the polls closed. They know how inaccurate the exit polls are, yet they persist, then cause all sorts of grief when they are wrong but folks thought they should have been correct…
